Developed in 1973, Bill Allen created a unique community nestled in the Northern part of Lancaster County, South Carolina. Black Horse Run is an equestrian community which borders Lancaster, Union, Mecklenburg and York Counties and is home to both horse lovers and owners. The community has an active neighborhood POA with five officers elected from among the land owners. There are monthly meetings, regular newsletters, social gatherings, a real sense of community. The Board handles the business affairs of the POA, and oversees compliance of the Covenants & Restrictions. An Architectural Control Committee assures continuity of rules in the community for new construction, fencing and other rules governed by the Covenants. The modest fees of the Black Horse Run POA are used for maintenance and operations of the common areas.
